
On February 10th, 2025, a historic event unfolded during the State of the Judiciary in Albany. Chief Judge of the Unified Courts of New York, Rowan Wilson advocated for the Second Look Act in New York spotlighting key figures including Hudson Link President Sean Pica (’01), alumnus Mujahideen Muhammad (’23), and currently incarcerated individuals Tami Eldridge and Christopher Martinez (’23). Alongside them were New York State Corrections Commissioner Daniel Martuscello III and Dr. Geraldine Downey.
The Second Look Act, sponsored by Senator Julia Salazar and Assemblywoman Latrice Walker, aims to allow those serving over 10 years or half their sentence to request sentence reevaluation, addressing the impact of harsh mandatory minimums. For many incarcerated people in New York State, the Second Look Bill offers a glimmer of hope and recognizes their efforts towards self-improvement, such as pursuing education through programs like Hudson Link.

In historic fashion, Hudson Link alumnus Christopher Martinez, currently incarcerated at Shawangunk Correctional Facility, became the first incarcerated individual to speak at the State of the Judiciary.
With 23 years served, he shared his journey of transformation, having earned a bachelor’s degree through Hudson Link and encouraging education among peers.
By amplifying the voices of those directly impacted, including Hudson Link alumni and currently incarcerated individuals, Chief Judge Wilson signaled a commitment to a more equitable and humane approach towards our community. As this legislation session continues, the stories shared at the State of the Judiciary serve as powerful reminders of the human potential for growth and redemption, urging us to reconsider our approach to justice and incarceration across the New York State.
